The Marlee Avenue corridor is currently facing an unprecedented onslaught of applications for new multi-residential buildings and a significant increase in development intensification. This new housing is desperately needed for the City of Toronto but it comes in the wake of the draconian Bill 23 in which the Province of Ontario radically reduced municipal powers and planning tools to manage growth in a comprehensive manner. The Marlee Avenue corridor is already experiencing the crush of overwhelming traffic (including the Allen Road) — and a significant dearth of community and social infrastructure such as a community centre, library, daycares and other local government services. The Glencairn Subway Station Planning Study will identify these desperately needed improvements to ensure that this emerging, newly transformed community will be complete, inclusive and sustainable for its residents into the future. The Glencairn Subway Station Planning Study has an opportunity to incorporate all of these elements in a cross-departmental and multi-disciplinary way including from among the following previous Council approved motions. On February 2, 2022, City Council adopted item IE.27.14, directing the Chief Planner and Executive Director, City Planning, the General Manager, Transportation Services, and the Toronto Transit Commission to report back on a business case study for traffic and transportation improvement measures in the Marlee Avenue and Lawrence Avenue West corridor including, but not limited to, the use of adjacent lands and the North and Southbound access ramps to Allen Road. This report was to include and build-off recommendations and findings made in the Lawrence-Allen Revitalization Project and Transportation Master Plan. On March 9, 2022, City Council adopted item NY30.42 directing the Chief Planner and Executive Director, City Planning to prepare a work plan and draft terms of reference for a planning study generally within 800 metres of the Glencairn subway station in support of the City’s Municipal Comprehensive Review. Further, on June 28, 2022, North York Community Council adopted item NY33.28 directing staff, amongst other matters to proceed with engaging a consultant team to undertake the Glencairn Subway Station Planning Study.
